When importing brake linings for commercial vehicles, choosing the right manufacturer is only part of the process. You also need to make sure the exact models you order are covered by the ECE R90 approval documents required for your market. A product photo, an E-mark on a different model, or a factory’s COP statement alone is not enough to confirm this.
At Tuoba, we help our customers check their WVA or OE part numbers, brake lining dimensions, and vehicle or axle applications. We compare these details with our factory’s product records and review the relevant ECE R90 approval documents to confirm which models are covered and which may need further verification.
Before placing an order, we recommend checking the ECE R90 approval certificate and its relevant annexes or extensions, the applicable COP documentation, and clear photos of the E-mark and approval number on the actual product and packaging. Technical service test reports can provide additional supporting evidence, but they do not replace the official approval documents.
Have a WVA or OE part number list? Send it to us along with your destination country. We’ll help you review the models, check the available certification documents, and assess whether any additional approval steps may be needed.
ECE R90, E-Mark and COP: What’s the Difference?
When customers ask us about ECE R90 certification, E-mark markings and COP documents, we often explain that these three are closely related, but each serves a different purpose.
ECE R90 sets the type-approval requirements for covered replacement braking products. The E-mark shows that a particular product type has received the relevant approval, while COP (Conformity of Production) focuses on keeping ongoing production consistent with the approved specifications.
Some buyers refer to ECE R90 approval as an R90 certificate or R90 homologation. Regardless of the term used, we recommend checking the approval number and the specific product types covered by the documents.
Table 1. ECE R90 approval, E-mark and COP: what each one confirms
| Document or Marking | What We Recommend Checking | What It Doesn’t Confirm |
|---|---|---|
| ECE R90 approval documents | Approval holder, approval number, covered product types, relevant annexes or extensions, and applicable specifications | That every product in a manufacturer’s catalogue is approved |
| E-mark marking | Correct approval mark and number on the actual product, along with the required identification, traceability and packaging information | That other brake linings with a similar appearance are also approved |
| COP documentation | Issuing authority, covered manufacturing facility, relationship to the approval holder, document scope and applicable validity details | That every brake lining model manufactured by the factory has ECE R90 approval |
We recommend reviewing the applicable UN R90 text alongside the relevant product approval documents to better understand the certification requirements. For a clearer explanation of the regulation, you can also read our ECE R90 guide.
Please note that import requirements vary by country. ECE R90 approval documents alone do not guarantee that your products will receive an import license in your target market.
A Real Importer Question: “Do You Have COP and an E-Mark List?”
We recently received an inquiry from an importer in Israel who wanted to know whether our brake linings could carry the E-mark and if we could provide the relevant COP documents and a list of brake lining models covered by our ECE R90 approvals. The customer needed these documents for an import license application and also discussed product reference numbers, axle compatibility, packaging and accessories with us.
This is a good example of why we always recommend checking the approval documents for each specific product model before confirming an order. Import requirements may vary, so buyers should also check the documentation required by their local authorities.

We check the customer’s WVA/OE part numbers and product dimensions against our factory records, then review the relevant ECE R90 approval documents to confirm which models are covered. If a requested model is not included in the existing approval, we let the customer know and discuss the possibility of an approval extension.
COP Documentation From Our Factory
Below is an excerpt from a Conformity of Production (COP) Compliance Statement issued by the UK’s Vehicle Certification Agency (VCA) for our factory. We have included it to give buyers a clearer idea of the COP documentation we can provide.
This is only part of the original document. For specific orders, we check the applicable COP documentation alongside the ECE R90 approval certificates to confirm the relevant scope and product coverage.

We recommend checking the document’s issuing authority, approval holder, manufacturing location, scope and validity dates. If the name on the document differs from the product brand or exporting company, we can help clarify the relationship and provide supporting information where available.
Need COP or ECE R90 approval documents? Send us your WVA/OE part numbers and destination country. We’ll review your requirements and confirm which certification documents are available for your requested brake lining models.
Check Our Heavy-Duty E-Mark Reference List by WVA Number
The table below shows the heavy-duty brake lining models from our factory’s E-mark reference list. This list is for reference only and does not replace the official ECE R90 approval certificate or its annexes. Before confirming whether a specific model is approved, we check the relevant approval documents to make sure the product type, variant and any extensions are covered.

WVA numbers come from the brake lining reference system run by the German friction lining association VRI. Our OEM vs aftermarket brake linings guide explains how we use them together with OE numbers when matching a distributor list.
The Heavy Duty reference list contains 115 entries covering 107 unique WVA numbers. Some WVA numbers appear more than once under different factory reference codes. For example, WVA 19094 is listed under both BC/37/1 and BC/97/1. These entries should not be interpreted as 115 separate ECE R90 approvals.
A dash (—) indicates that the corresponding information was not provided in the original reference list. It does not mean the dimension is zero.
Table 2. Heavy-duty E-mark reference list by WVA number
Note: a model appearing in this reference list does not mean it has been verified against an official ECE R90 approval scope.

Drum diameter and nominal lining width are identification aids only. Cross-check drawings, attachment/rivet-hole patterns and application details, not only WVA and approximate size.
How to Check a WVA List Before You Order
- Send your WVA/OE list: Share the part numbers, drawings if you have them, and your target market.
- Confirm product compatibility: We’ll check the product dimensions, rivet-hole patterns, and vehicle or axle specifications to ensure the brake linings match your requirements.
- Verify ECE R90 approval coverage: We’ll review the relevant ECE R90 approval certificates and any extensions to confirm which models are covered by our existing approvals.
- Request documentation and quotation: We’ll confirm the available certification documents for each model, review the production requirements, and provide you with a competitive quotation.

Need to verify a WVA number? Send us your WVA/OE part number, brake lining dimensions, and vehicle or axle details. Tuoba will help verify the product specifications and check the corresponding ECE R90 approval coverage and available certification documents.
What If Your Required WVA Number Is Not on the List?
If your required WVA number is not listed, Tuoba may still be able to manufacture the brake lining to your specifications. However, the model’s ECE R90 approval status must be verified before it can be supplied as an approved product.
For models not covered by our existing approvals, we can contact the relevant UK approval body to assess the possibility of extending the certification to include your required model. The process is estimated to take around two months, depending on testing requirements, technical documentation and approval procedures. Final approval is subject to the authority’s assessment. Once the extension is approved, the product can carry the corresponding E-mark in accordance with the applicable marking requirements.
Need a brake lining model that is not on the list? Send us your WVA/OE part number, product drawings or sample photos, drum diameter, lining width, vehicle or axle details, target market and estimated purchase quantity. We will review your requirements, assess manufacturing feasibility and advise on the available certification options.
How to Verify E-Mark Markings Before Shipment
Before shipment, make sure the E-mark and approval number on the brake lining match the applicable ECE R90 approval documents. Ask your manufacturer for clear photos of the actual product markings rather than relying on sample illustrations. Also check that the product and packaging display the required identification and traceability information, including any applicable requirements for OEM or private-label packaging.

The E11 marking indicates that the product approval was issued by the United Kingdom, but it does not mean the product was manufactured there. Each approved brake lining type must carry its corresponding ECE R90 approval marking. A COP document number or an approval number assigned to another product type cannot be used as a substitute.
Before placing an order, buyers should also verify that the ECE R90 approval remains valid and request the relevant technical service test report for additional verification.

Frequently Asked Questions
Is a COP statement the same as an ECE R90 approval certificate?
No. A COP (Conformity of Production) statement confirms that the manufacturer’s production processes and quality controls have been assessed for consistency with approved requirements. An ECE R90 approval certificate identifies the specific brake lining types covered by the approval. Both documents are important, but they serve different purposes.
Does a WVA number on this list mean the brake lining is ECE R90 approved?
Not necessarily. The WVA numbers in this table come from our factory’s reference list. To confirm ECE R90 approval, each brake lining model must be checked against the official approval certificate, including the relevant annexes and extensions. A WVA number alone does not prove certification.
What is a WVA number on a brake lining?
A WVA number is a standardized reference code used to identify brake linings and cross-reference products across different manufacturers and catalogues. It helps buyers find the correct brake lining for their application. However, a WVA number does not indicate ECE R90 approval. Certification must be verified through the applicable approval documents.
Can Tuoba add a brake lining model that is not on the ECE R90 approval list?
Yes. If your required model is not currently covered, we can contact the relevant UK approval body to assess the possibility of adding it to the existing ECE R90 approval. The process typically takes around two months, depending on testing requirements, documentation and approval procedures. Final approval is subject to the authority’s assessment.
Can a brake lining carry an E-mark before its approval extension is granted?
No. An E-mark can only be applied to a brake lining model covered by a valid ECE R90 approval. If your required model is not yet approved, the approval process must be completed before the product can carry the corresponding E-mark.
Can I use my own brand and packaging for E-mark brake linings?
Yes, we can support private-label branding and customized packaging for your orders. The product markings and packaging information must still comply with the applicable ECE R90 requirements and match the approved product details.
Does ECE R90 approval guarantee an import license for brake linings?
No. ECE R90 approval confirms that a specific brake lining type meets the applicable regulatory requirements, but import requirements vary by country. Buyers should verify the approved part numbers, applicable ECE R90 certificates, COP documentation and product markings before importing. Tuoba can help review your WVA list and provide relevant approval documents where available.
Can I request the full COP file?
Ask Tuoba for the documents relevant to your inquiry. The excerpt on this page is illustrative and is not a substitute for the applicable complete document.
